The final of eight concourses in Terminal 4 at Phoenix Sky Harbor, the South 1 (S1) concourse project is a three-level building with basement, apron and passenger levels. In addition to the concourse itself, the project included a connector to the South 2 (S2) concourse and a new connector bridge which linked the north and south ends of the terminal. The newest concourse also includes improved passenger screening operations, support facilities, ticketing areas, airside concession space, baggage handling systems and a baggage claim area.

Pfocus performed cost management services and coordinated integration of specialty work during the course of construction. Our effort to process potential change notices from the Contractor required validation of entitlement, verification of quantities / costs, and preparation and execution of contingency and allowance use authorizations. The project included fabrication, fit-up, and commissioning of passenger boarding bridges, coordination and installation of aircraft fuel distribution system, and integration of public art terrazzo.

Challenges Met

Coordination of the specialty items required collaboration with a variety of stakeholders. The Aviation Department procured and installed the passenger boarding bridges, which were transitioned to the Airline for operations and maintenance. With respect to the aircraft fuel distribution system, the Aviation Department provided the extension of the system to meet the regulatory and the fuel consortium standards. The City of Phoenix requires capital projects fund and procure public art, which the concourse provided via an artist’s design for terrazzo wall panels and floors. Ultimately, we coordinated the funding, integration, and transition of these specialty works successfully.
